No, sanction fees, plan approval charges and other statutory soft costs are kept outside the civil construction total shown by the calculator, since these vary by jurisdiction, plot classification and khata type. The relevant authority for your plot, BBMP for most city-limit properties or BDA for certain layouts, will have its own fee schedule that should be confirmed separately. Budget for these soft costs in addition to, not instead of, the construction total.
